Project Overview

Twenty years of war in Afghanistan has resulted in the collapse of the health services. Large scale displacement of people as a result of military conflict has left many communities far from any health facilities.

The Paghman clinic will provide a much needed service of basic medical care serving approximately 30,000 - 40,000 individuals and will also assist in reducing their travelling time to distant medical services.

Project Background

Afghanistan has one of the lowest sets of social indicators in the world. The twenty years of war and internal conflicts have resulted in the complete destruction of social and economic infrastructure.

The destruction also includes virtual collapse of the health sector in terms of physical and human resources.

The sector remained largely neglected over the years and has struggled to cope with the onset of the recent military intervention.

Besides injuries inflicted as a result of the military action, there has been a large-scale displacement of communities moving into areas exposed to ordinances and also resulting in them moving far from existing health facilities.

The situation has been aggravated by the lack of support and facilities available to ensure a basic level of health facilities to a vast majority of the population.

The community of Paghman is situated about 45 minutes west of Kabul City.

It is a predominantly agricultural region, where wheat, walnuts and mulberries are grown, however the majority of the workforce is not employed in agriculture, but instead work in the building trade or on labouring jobs in Kabul.

It is a highly conservative rural population with average family size of eight persons.

The health conditions of the community are very poor and approximately 80% of children get pneumonia each winter.

Project Objectives

The programme aims to build a clinic as part of improving health infrastructure and to pave the ground to facilitate primary health care delivery for the local population.

Project Activities

  • Registration and approval from the Ministry of Public Health;

  • Construction of clinic;

  • Supply of medical equipment and material;

The number of beneficiaries which would benefit from this programme total 40,000, from the community of Paghman, and outlying areas, with 26,400 of these coming from vulnerable groups.

How Islamic Relief Helps

"Islamic Relief is striving for a fairer world. Our mission is to help the poor and needy to live sustainable, self-reliant lives within safe and caring communities. Our work is guided and shaped by the core values of accountability, humanitarianism, neutrality and impartiality, inclusiveness, integrity and co-operation, all of which are also integral to the Islamic faith."
Dr Hany El Banna - Founder of Islamic Relief

Islamic Relief was established in 1984 and our unique approach is the result of these many years of hands-on experience.

  1. Where possible we adopt a community partnership-based approach; encouraging community involvement, understanding and ownership of projects.
  2. We run the majority of our field projects ourselves, giving us direct insight into the problems faced and how best to solve them.
  3. We aim to empower those we help in order to achieve sustainable results.
  4. Though our emergency response teams are quick to respond to emergencies around the world, we continue to support communities long after the initial media interest has died down.
  5. We recruit staff locally to benefit from their local knowledge. This ensures that we are culturally sensitive and allows us to reach communities and areas other organisations cannot.
  6. Where necessary we coordinate our work with other reputable aid agencies, local organisations and governments.

Millennium Development Goals

Islamic Relief is committed to the UN Millennium Development Goals (MDGs) which have been agreed by the world’s leading development institutions in an effort to meet the needs of the world’s poorest by the year 2015.

The goals:

  1. Eradicate extreme poverty and hunger
